Charizard CEL CC002 is best suited to a casual, retro, or Unlimited-style Fire deck that can accelerate lots of Energy—such as one using cards like Base Set Charizard support, Energy Retrieval, and Professor Oak—because Energy Burn lets any attached Energy satisfy Fire Spin’s four-Fire requirement; however, it is slow for a Stage 2, needs four Energy, and Fire Spin discards two attached Energy cards every attack, making it much weaker than modern Charizard ex cards such as Charizard ex from Obsidian Flames, which can come into play more efficiently, accelerate Energy, and deal large damage without such a severe discard cost. This Charizard is iconic and fun in nostalgic play, but it should generally not see competitive play: its Celebrations Classic Collection printing is not Standard-legal, and even in broad casual/older formats there are faster, more efficient attackers and Charizard options.
