Blastoise (Base Set 2 #2) is a Stage 2 Water-type Pokémon with the famous **Rain Dance** Pokémon Power, which lets you attach as many Water Energy cards as you like to your Water Pokémon during your turn, making it the centerpiece of classic “Rain Dance” decks that aim to power up heavy hitters like Gyarados, Articuno, or even Blastoise itself very quickly. It fits best in a dedicated Water deck built to evolve into Blastoise fast (using cards like Pokémon Breeder in Unlimited formats) and then overwhelm the opponent with high-damage Water attackers. While it was one of the strongest cards in early competitive play, in modern formats it is outclassed by newer Blastoise cards (such as Blastoise from Boundaries Crossed with Deluge, which functions similarly but fits modern power levels) and many faster, more consistent Energy acceleration options; however, in retro or Base–Jungle–Fossil formats, it remains a top-tier and format-defining card that absolutely should see play in Water-focus
