A deck focused on Lightning-type Pokémon with high damage output could benefit from using Pikachu ex PRE 28 due to its powerful Thunder attack. However, its self-damage drawback and vulnerability to Fighting-type Pokémon may limit its effectiveness. Better alternatives could include other Lightning-type Pokémon with stronger attacks and fewer drawbacks, such as Raikou ex or Electivire. Overall, Pikachu ex PRE 28 may not be the best choice for competitive play unless paired with specific support cards to mitigate its weaknesses.
