This Pelipper RS 19 card would benefit a water-themed deck that focuses on building up damage counters on Pelipper with Stockpile and then using Spit Up and Swallow for higher base damage. However, in competitive play, there are better stage 1 water Pokémon cards with stronger abilities and attacks that may be more effective in a deck, such as Swampert from the same set, which has higher HP and more versatile attacks. Pelipper RS 19 could still see play in casual or themed decks for its unique mechanics and synergy with other water Pokémon.
