A deck that focuses on accelerating Plasma Energy attachments and drawing cards quickly would greatly benefit from including Tornadus-EX PLF 114. Its Windfall ability allows for a rapid hand refresh, while its Jet Blast attack can deal significant damage with multiple Plasma Energy attached. However, in the current meta, there are stronger EX cards available such as Shaymin-EX or Rayquaza-EX that offer more versatile abilities and higher damage potential, making Tornadus-EX PLF 114 less likely to see play in competitive decks.
