Kyogre CES 46 would fit well in a Water-type deck that focuses on spreading damage across multiple Pokémon, making it particularly effective in decks that utilize cards like Blastoise for energy acceleration or Aqua Patch to quickly power it up. Its Dual Splash attack allows for strategic damage placement, while Grand Wave can deal significant damage to a single target, albeit with the drawback of not being able to use it the following turn. However, there are arguably stronger options, such as Inteleon from the Sword & Shield series, which provides better versatility and consistent damage output through its ability to snipe opponents' Benched Pokémon.
