A deck that focuses on quickly setting up a strong Bench of Basic Pokémon would benefit from using Pichu HS 28, especially in the early game to establish board presence. However, there are better cards with similar effects such as Tapu Koko Prism Star, which provides a similar Bench setup ability without the drawback of being Asleep. While Pichu can be situationally useful, it may not see much play in competitive decks due to its sleep condition and the availability of more efficient alternatives.
