A water-based control deck focused on disrupting the opponent's strategy would benefit from including Milotic ex SSP 217 due to its powerful Hypno Splash attack that can put the opponent's Active Pokémon to sleep and its ability to prevent damage from and effects of attacks from the opponent's Tera Pokémon. However, there may be better options available, such as Milotic V from the Sword & Shield expansion, which offers more versatility and consistency in a modern competitive Pokémon TCG deck. Milotic ex SSP 217 could still see play in a casual setting or a themed deck for nostalgic purposes.
