This Bill BS 91 Trainer card would be beneficial in a deck that focuses on drawing cards quickly to gain card advantage and set up combos. While it is a decent card for drawing 2 cards, there are better options available such as Professor's Research, which allows you to discard your hand and draw 7 cards. However, Bill BS 91 could still see play in decks that require specific card draw mechanics or as a budget option for players who do not have access to stronger draw cards.
