Decks that focus on setting up powerful evolved Pokémon early in the game would find Wally useful for accelerating their evolution process. However, there are better cards like Rare Candy that allow for instant evolution without the need for a prerequisite stage. While Wally may not be the most optimal choice in all situations, it could still see play in decks that require additional evolution support or as a situational tech card.
